A Young man and Young girl were tied to a tree by her father and others at yesterday in Banswara district Dobapara village. They are in love eachother. they tied as a punishment for eloping. Following a protest by villagers, the police rescued the couple, both from the tribal community, last night. Girl’s father Gautam Lal, who is a former up-sarpanch (deputy sarpanch) and brother were arrested for assaulting the tribal youth, SHO of Arthuna police station Surendra Solanki Said.  Vimla who was studying in a private college and Kantilal, working as laborer, were in love and had eloped in February from their villages close to Arthuna police station. After eloping, the girl talked to her mother over phone and disclosed her location. The girl's father and others rushed to Ahmedabad location and brought them back to the village and tied to them to a tree as punishment.  On hearing the couple’s cries, the villagers held a protest. They informed police after which the couple was rescued. Kantilal was said to be married. The girl's father and brother were arrested under IPC’s Sections 342, 147, 148 and 323. In another development, the girl today filed an FIR alleging that Kantilal lured her and raped. Police have lodged an FIR under Section 376 of the IPC and are probing the case before arresting the accused, the SHO said.

01:06 AM,Jun 02,2012 Jodhpur, Jun 1 (PTI) BJP national secretary Kirit Somaiya today alleged that his party colleague Rajendra Singh Rathore was falsely implicated in the Dara Singh encounter case and demanded action against some Congress leaders. The BJP will approach both court and the National Human Rights Commission (NHRC) after Rathore was allegedly "intentionally implicated and mentally harassed for 3 years and then forced into jail for 2 months only to come out scot free," he said at a press conference here. He also questioned the role of CBI and alleged that the investigating agency had implicated Rathore on the direction of Congress leaders. Rathore, the Chief Whip of the party in the state Assembly, was yesterday discharged from allegations of being the main conspirator behind the encounter killing of liquor smuggler Dara Singh in 2006.

The Common Law Admission Test, popularly known as CLAT, is the entrance examination for admission to 14 National Law Universities (NLUs) in India. Every year, thousands of students from all over the country take this exam.

CLAT results were announced on May 28, it led to confusion over supposedly incorrect declaration of ranks and wrongful allotment of institutions to students. The declared results were taken down by the National Law University, Jodhpur (NLUJ), CLAT 2012 organising institution, on the evening of May 28 itself, creating further confusion. The CLAT convener admitted these errors and mentioned that he is trying to resolve them judiciously (source: Legally India: www.legallyindia.com/201205312859/Pre-law-student/clat-2012-university-list-may-contain-errors-that-will-be-fixed-judiciously-in-june-says-nlu-j-vc).

CLAT 2012, comprised a number of questions being allegedly outside the declared CLAT syllabus for the year. Aspiring candidates found that about 70% of the Legal Aptitude section of the paper featured questions that required prior knowledge of legal provisions, while the syllabus had clearly stated that "candidates will not be tested on any prior knowledge of law or legal concepts. If a technical/legal term is used in the question, that term will be explained in the question itself." In addition, the general knowledge/current affairs section of the paper, which was supposed to test candidates only on their knowledge of 'current affairs,' "broadly defined as matters featuring in the mainstream media between March 2011 and March 2012," allegedly had 'static General Knowledge' questions on architect Le Corbusier's citizenship and shapes of oceans, to name a few.

A writ petition was filed before a single judge at the Delhi High Court abut a week ago (prior to the publication of results), against the organisers of CLAT 2012 for posing questions that were allegedly out of syllabus {Writ Petition (Civil) No 3208 of 2012}. However, the petition was dismissed, in limine, or without going into the merits of the case. The judge held that the petition was premature as the results had not been declared then, and suggested that the petitioners could approach the courts once the results were declared. A similar writ petition was also filed before the Allahabad High Court and is pending.

NEW DELHI: It used to be a dry and arid land legume grown by poor farmers on marginal lands in Rajasthan, Haryana, Gujarat and Madhya Pradesh. Till a few years back, it sold for as low as Rs 1,000 a quintal. Eaten either at home by farmers (some may remember it as guar ki phalli) or sold off for export to be used as a binding and thickening agent in edible products like ice creams, it sells now for anything between Rs 10,000- Rs 30,000 a quintal. The reason: it has become an essential lubricant for the multibillion shale oil and gas drilling where its used for the 'fracking' process.

The result is a frenzy that is connecting traders from Houston to Jodhpur and turning the obscure plant grown mostly on wastelands into a much sought after commodity. The rising prices and short supply is making farmers and business groups push for more acreage.

India produces 80% of the global guar crop with Pakistan and the US following a distant second and third though all are trying to increase acreage of the bean. Because it is a rainfed crop with relatively little organized market, upscaling production has not been a smooth process.

The demand for gum extracted from the guar seed or cluster bean as it is known in English has shot up so high on the commodities market that the regulator, Forward Markets Commission, has had to step in once to halt futures trade in illegal transactions. Nothing has stopped the bull run though.

The boom, however, could be temporary as the shale oil and gas industry in the US, which is already worth $30 billion, is furiously looking for alternatives as prices of guar skyrocket. In the meanwhile, there is a gold rush to make the most of the demand. Industry insiders suggest that for every rupee a trader invests at the local level - say at centres like Jodhpur or better still in the villages where marginal farmers are growing it - he could earn more than Rs 100.

There are established exporters who have been supplying guar for the food industry for years and then there are the guar cowboys running to the arid zone even in soaring temperatures to get a share of the pie.

The Crime Branch of Delhi Police has arrested two persons for smuggling ?opium? into the city and seized 5 Kilograms of fine quality of Opium Milk (purest form) from their possession having valueabout Rs. 2.5 lacs open market. Name of the persons are Om prakash and Pramod. The opium was being brought from Jodhpur, Rajasthan.
Sanjay Kumar Jain, DCP Crime branch said that information was received in SIT/Crime Branch that one Ompraksh, resident of Jodhpur, Rajasthan is smuggling opium in Azadpur Sabzi Mandi. A trap was laid at Adarsh Nagar Railway Station and Omprakash and his associate Pramod were apprehended at about 7:30 PM with 5 Kgs of ?opium milk? and seized from their possession.
During investigation it was found that Ompraksh runs a small general departmental store in his native Village Khokhri, Jodhpur, Rajasthan. He had met Pramod of Hissar at Jajiwal Dhora Bishnoi Mandir at Jodhpur about a month ago. Ompraksh told him about his opium supply. Pramod promised him to find customers in Delhi and Haryana. Omprakash had come to Adarsh Nagar, Railway Station to deliver 5 kilograms of opium milk to Pramod who was supposed to further deliver it to their contacts in Azadpur Mandi. The value of 5 kilograms of opium milk in the open market is about Rs. 2.5 lacs. A case, under appropriate sections of the NDPS Act was registered for the same.

AMC has short-listed four companies for its highly ambitious project of providing 24x7 water supply to the city. The civic body will take the final decision after analysing technologies used by these companies. Ahmedabad’s topography, dual water supply policy, increasing number of real estate projects, illegal water connections and high percentage of water loss pose a heavy challenge before the civic body in realising its dream of providing continuous water supply to the city.
AMC is carrying out a pilot project in Jodhpur ward at the cost of around Rs25 crore. The pilot project will cover a population of around 1 lakh residents in areas falling within the command areas of eight overhead water tanks in this ward. The civic body had proposed this project in the budget for financial year 2011-’12. While the project may seem impressive as a proposal, implementation will be an uphill task.

Maintaining water pressure
Ahmedabad’s topography is highly uneven. As a result, it is very difficult to maintain enough pressure to supply water to citizens living in the farthest corners of the city. At present, AMC provides water supply for just two hours a day and yet receives several complaints about inadequate water supply in many areas.
“We have enough water resources, but the distribution network needs to be set right. AMC has taken many steps like changing pipelines and increasing water distribution centres but the problem persists in many areas,” said an AMC official. He also said that maintaining the water pressure will be an extremely difficult task. “What will the residents prefer—getting water with adequate pressure for just two hours daily or getting water all day at low pressure?” the official asked.
On the other hand, another official is of the view that people complain about low pressure as they get water for just two hours. “If people get water throughout the day, pressure will automatically improve, time will not be a constraint for water accumulation,” he suggested.
Higher percentage of leakages
Around 20-25% of the total water supply to the city goes waste due to leakages. The leakages may be in the pipelines or at the user end. “If the civic body wants to implement 24x7 water supply system in the city, it needs to bring down water loss to less than 15%,” said AMC officials.
Illegal water connections
Illegal water connections across the city also pose a grave problem. “Although it is very difficult to get the exact number of illegal water connections, 5-7% of the total connections are believed to be illegal,” said sources in the AMC. These illegal connections will also be a deterrent for the project.
Creating different zones
The AMC will have to divide the city into different zones based on types of buildings, activities and water usage. In commercial areas, maximum water supply is needed during office hours, while more hours of water supply will be needed in residential areas. Similarly, usage patterns are also different in high-rise, low-rise and slum areas. Generally, grey water quantity will be higher in high-end residential schemes compared to slum areas, but water wastage is likely to be more in the latter.

Political support and public acceptance
Po litical support will be a key factor in implementing this project. Water meters are a must for 24x7 water supply in the city. Without meters, it will be very difficult to carry out water and energy audit. Once water meters are installed, people will have to pay for water on the basis of usage. Till now people pay only water tax, which is not a direct charge. As a result, this project may witness protest from people in the initial phase. “Political support will be needed to convince people about the benefits of this project,” said officials.
Replacing water pipes
AMC will have to replace PVC pipes in new west zone with ductile iron pipes and set up more overhead water tanks in the city.
While it may seem a daunting task, once implemented, 24x7 water supply system will help save water which is a precious natural resource. It has been observed that water wastage comes down drastically when people have to pay for it. “In many residential societies, people have installed meters voluntarily.
The results show that water usage has gone down by more than 30% in these societies,” said officials. Moreover, people will not have to worry about water storage.

Jaipur: Former minister Mahipal Maderna, on August 9, 2011, ordered his aide Sahiram to “put an end to ANM’s episode forever”, after Bhanwari Devi allegedly refused to settle the matter in return for Rs 50 lakh, the Central Bureau of Investigation told a special court on Saturday.

The CBI submission came during the ongoing trial in ANM Bhanwari Devi abduction and killing case in the special sessions court (SC/ST) on Saturday. The agency claimed that former minister Mahipal Maderna (a key accused in the case) ordered his aide Sahiram, who served as the deputy zila pramukh of Jodhpur, to end her episode after Bhanwari reportedly declined to enter a monetary pact.

Senior public prosecutor SS Yadav and special public prosecutor Ashok Joshi, representing CBI in the case, submitted before the court that Maderna had sent Shahbuddin with Rs 10 lakh in cash and another cheque of Rs 40 lakh to the ANM on August 9, 2011 to settle the case in which she was allegedly holding a clandestinely shot video with the then minister.

CBI counselors told special judge (SC/ST) Anup Saxena that Bhanwari refused to call it a truce and returned the money, after which Maderna ordered Sahiram to put an end to the ANM's episode forever. Following Maderna's "instructions" Sahiram, Sohanlal Bishnoi and Shahabuddin plotted Bhanwari's elimination at Room no. 5 of Jodhpur's Circuit House, the CBI said.

The CBI also claimed that Sahiram had then confided in Maderna that Luni MLA Malkhan Singh (also a key accused in the case) and his sister Indra were also working in a "similar direction". With the CBI revealing this information, the special court postponed the case for next hearing on June 8.

Meanwhile, while hearing Maderna's plea to grant exemption from regular appearance before the court on health grounds, the special judge denied permission and put the ball in Jaipur Jail's court by ordering that the jail administration can take appropriate action by using its discretion. The court also dismissed the bail plea of Luni MLA Makhan Singh (lodged in Ajmer Jail).

For the past one year, commuting on roads near Paldi AMTS bus stop, Jodhpur cross roads and Geetamandir required almost F1 grade driving skills. Heavy traffic congestion after 9pm, mainly because of private luxury buses were the commuters' worst nightmare on these roads.
An earlier notification issued in 2009 by Traffic police allowed these buses to ply on the city roads between 9am and 9pm. As soon as it struck 9 in the night, these heavy-duty vehicles swarmed out off their stands and occupied the roads, mainly on Ashram road, Raipur, Paldi, Jodhpur and Shivranjani area, obstructing regular vehicles by blocking the roads with their massive sizes.
Taking a serious note of the extreme traffic congestion and commuters' woes, the Commissioner of Police issued a new notification on May 19, extending the limit from 9pm to 11 in the night. The morning limit was also lifted up from 9am to 8 am.
Thus, heavy vehicles, including private buses have been barred from entering in the city between 8am to 11pm, making way for other regular commuters.
As an exception, the notification has allowed these buses to ply only in some designated roads of the city between 1pm to 4pm during afternoon. These routes include the road from Iskcon temple to Memnagar via Shiranjani and IIMA, and another route from Iskcon temple to Paldi via Shyamal, Jivraj crossroads and Vasna.
The notification specifically asked the bus owners and drivers to park their vehicles at designated parking plots, and not on the roads. They are also required to provide the list of such plots and acquire permission from traffic department to use these parking plots to pick up or drop the passengers.
Such drastic steps by city cops have been welcomed by vexed commuters, who have been suffering since long, particularly at Paldi, Shivranjani and Jodhpur. According to these people, they are thus saving crucial time while traveling from old city to their homes.
"Earlier the limit of 9pm was ineffective, as that was the time when Ashram road saw massive traffic turnout. To add to our woes, these buses occupied the road, leaving no space for us. Now, I save almost 20 minutes and also 'valuable' petrol!" said Jaymin Vaghela, a resident of Bopal whose office is located at Ashram road.
Similarly, commuters near Jodhpur are also happy with the decision. "The road has become narrower due to ongoing BRTS work. These buses used to further narrow the space by parking on the road at their stand at Jodhpur. I am relieved to see open roads after the notification," said Amrish Prajapti, a marketing executive.
After the notification, many bus operators have shifted their base from Paldi or Jodhpur to SG Highway. The shift is now causing trouble for commuters of service roads, as the buses are parked on the service roads. "We will not allow such activity in our city limits and will take stringent steps to ensure that the bus owners are following the rules," a senior traffic cop asserted.

PTI | 09:05 PM,May 24,2012 Jodhpur, May 24 (PTI) Justice Dalveer Bhandari, who has recently been elected as judge of the International Court of Justice, today termed high pendency of cases in Indian courts as the biggest challenge before the country's judicial system. "This is not only delaying disposal of the cases but also disappointing the people, who have their expectations from the judiciary for the redressal of their grievances growing," said Bhandari who is here for two days to attend a series of functions to felicitate him. 64-year-old Bhandari, a senior Supreme Court Judge, will serve a seven-year term in the ICJ which is the principal judicial organ of the United Nations based in The Hague, Netherlands. Referring to the causes behind high pendency of cases, he said the awareness among people has grown and they have become more vigilant about their rights. "This phenomenon is driving people to resort to courts for the settlement of the disputes either the commercial or those pertaining to violation or infringement of the rights," he said. He said to deal with growing pendency of cases, the infrastructure will have to be enhanced by setting up new courts and increasing the number of judges and judicial staff. "Constant introduction of new legislations is also a cause of spurt in the filing of cases in the courts," he said. He also opined that like the courts in other countries and the Supreme Court of India, emphasis should be on written submission of arguments instead of oral arguments. "It helps the court in seeing the case in its right perspective while drafting the order and also saves the courts from the dissatisfaction of the advocates, who often complain that their point or arguments were not heard by the court fully," he said. Justice Bhandari was also of the view that the higher courts should keep in mind the problems and issues of the lower courts and should maintain the discipline and judicial decorum in the courts. "The judges of high courts should have a guiding and friendly attitude towards the judicial officers and should give full regard to the orders or judgements of the lower courts instead of keeping a biased or derogatory approach to them, which happens often", justice Bhandari said.

A day after hurling the "petrol bomb" at the public, a worried United Progressive Alliance (UPA) government on Thursday fielded chief executives of state-owned oil companies to explain the compulsions for the steepest-ever hike in petrol price indicating that it may be cut by Rs 1.50-1.80 early next month if the current trend of softening in international oil prices continues.

The chairman of India's biggest refiner, the Indian Oil Corporation (IOC), R.S. Butola said that the company may cut petrol prices if global crude prices drop. However, when asked that will there be any immediate rollback, he said, "There is no proposal before us. There is no situation (for rollback) now. No section (of our stakeholders) has asked us to reduce prices."

S. Roy Chowdhry, chairman and managing director (CMD), Hindustan Petroleum Corp Ltd (HPCL), commented in similar vein: "Nobody has instructed us to do so." Butola said that IOC will review petrol prices again in early June. "Current trend (in international prices) indicates that prices (of petrol) can come down."

"Gasoline prices, against which petrol price has been benchmarked, has come down from $124 per barrel (that was taken into account for the hike implemented from today) to $117 a barrel. But the rupee has depreciated further against the US dollar- from Rs 53.17 to Rs 56-level. Every dollar reduction in global oil rate translates into a cut in product price by 33 paise. But every time rupee depreciates against the dollar by rupee one, it translates into a requirement to raise prices by 77 paise," Butola explained.

"If the present trend continues for the remaining part of the current month, oil companies will cut petrol price by Rs 1.25 to Rs 1.50 per litre excluding sales tax or VAT. We are hoping that international oil prices will come down. If they come down and the rupee does not depreciate, we will pass on the benefit to consumers. We will pass on the benefit as we had done on November 16 and December 1 after the November 4 petrol price hike."

The oil companies had on November 4 increased the petrol price by Rs 1.80 per litre but followed it up with two successive cuts - Rs 2.22 on November 16 and Rs 0.78 per on December 1. Making it difficult for car manufacturers to sell their petrol vehicles, Hyundai on Thursday announced Petrol Price Lock Assurance to insulate customers from price hike.

Meanwhile, Society of Indian Automobile Manufacturers (Siam) has asked the government to consider hiking the price of diesel. "Siam requests the government to reconsider its proposal for such a steep increase in the price of petrol and to seriously consider the option of a moderate increase in the price of diesel before it impacts the growth of the industry," the automobile association said.

The proportion of diesel cars sold is expected to increase to 42-43 per cent in 2012-13 from 39 to 40 per cent in 2011-12. Credit rating agency Crisil said that oil retailers will lose up to Rs 1,700 crore annually for every Rs 1 reduction in petrol prices and would incur annual losses of Rs 1600-Rs 1700 for every Rs 1 per litre rolled back.
